2025 budget: Govt scraps E-Levy, betting tax  

The Mahama administration has repealed the Electronic Transactions Levy (E-Levy) and the 10% betting tax, citing the desire to lessen the financial stress on Ghanaians and support economic recovery.

Finance Minister Dr. Cassiel Ato Forson told Parliament on March 11, 2025, when he presented the 2025 Budget Statement and Economic Policy, that the taxes imposed by the previous government had worsened the cost of living crisis and had not produced the anticipated revenue.

“The removal of these taxes is part of our strategy to ease the cost of living and restore confidence in the economy,” Dr Forson told lawmakers.

Many Ghanaians opposed the E-Levy, which was implemented in 2022, claiming it unfairly burdened small businesses and low-income earners.

The betting tax was also opposed, especially by young people who saw it as a hindrance because there were so few formal employment options.

“We are working on a tax structure that encourages production and business expansion without suffocating individuals and small enterprises,” he said.
