Civil Service Head paid a courtesy call on Agric Minister

Head of Civil Service, Dr. Evans Aggrey-Darkoh led a delegation to call on the Minister of Food and Agriculture Dr. Bryan Acheampong on Monday 15th January 2024.

The call was to enable the Head of Service to introduce himself to the sector minister and to solicit his support for the Civil Service as it embarks on its journey of rebranding and repositioning for effective delivery as a government machinery.

 

Dr. Bryan Acheampong in welcoming the Head of Service and his team to the ministry said he was happy with the transformative initiative taken by the Civil Service as government machinery to ensure the system runs effectively to deliver on Government policies and programmes.

Dr. Bryan however expressed worry over the delay in the promotion of technical officers who are due for the next grade especially with the Deputy Director serving for over 12 years and over.

He added that the payroll should be improved to commensurate work and that a wage structure should deal with the low-income levels of civil servants.

Renovation of office accommodation is vital in creating a good work environment that is appropriate for effective delivery. Dr Bryan indicated that, at MoFA he has taken the initiative to ensure that, gradually offices will be renovated.

Dr Bryan added that 2023 was a year, for the Ministry to redefine and restructure the agriculture sector to deliver the food security needs of the country as a result, the development of PFJ 2.0 is a clear pathway for the sector.

Dr Evans acknowledges the relevance of Agriculture in Ghana. He underscored the fact that agriculture is fundamental to human existence in providing food and shelter for human survival.

 

According to the Head of Service, The Civil Service has served as an institution that helped the government build vibrant democratic systems. The Civil Service Act is the central management system and should be positioned to drive the system of governance by providing successive governments with sound policies and ensuring their effective and efficient implementation.

 

Dr. Evans also stated that the OHCS is reviewing the Civil Service Act to reflect the changing dynamics of the service citing the new Appraisal System adopted by the service as an example, which he said has proven to be a scientific instrument for measuring and checking performance.

In a short meeting with Directors and Heads of Units at MoFA, The Head of Civil Service indicated that it implemented the Civil Service Week Celebrations to solicit the support of all institutions to deliver on the mandate of the service, the Introduction of award systems to motivate staff as part of the celebration is another key intervention.

Dr Evans Aggrey-Darkoh said revamping the civil service school with the necessary logistics and improving the condition of service to commensurate performance is another item dear to his heart and would see it done.

Giving his take on mentorship, He said for the continuous running of the service institutions. mentorship is important for the successful execution of government policies and programmes.

He retreated the fact that it takes civil servants to ensure the delivery of the sector as such, plans are underway to develop a performance management system tailored to meet specific sector deliverables.
